for me is necessary, its easier to maintain (dust,lizard,water etc) its impossible to move ur kitchen cabinet every year or anyhow u want. but for fridge and washing machine i think its not neccesary cause u can buy and change washing machine and fridge more easier than built kitchen cabinet so cement base for kitchen cabinet necessary?? hack and lay homo is better. if u do laminate is very hard to maintain and after a view years u need to redo and very headache. hack and lay homo bit expensive but its worth ur time and money

the officer just show me the first inspect checklist what need to b fixed, and the second inspect checklist show that all hv been check (by hdb)and fixed (by seller) lor.... we also blur blur lar ....and say ok ok only lor....

hdb will inspect, if something leaking or other, the owner/seller need to fix it before 1st appointment. mine is when 1st appointment the officer show us the prove that everything has been done /fixed by the owner

this is what we did last time 2 room ,1master with toilet (2person) and common without toilet(1person). both with aircon utilities and rent: 65% for master 35% for common usually for ur case, the land lord will rent out the room include PUB, that will be more easier and fair to other. what we did last time : -master with aircon and toilet 1person $700, 2 person $850 -common wth aircon without toilet 1 person $ 400, 2 person 550 -without aircon u can min$50-75/month or maybe $100 or the other way is ...the rented include pub,and the bill of pub max for $250/month if the bill more than $250 permonth the rest share again lor.... hope this help
