pardon my ignorance, but why not take bank loan when buying resale, if the levy and 50% cash proceeds payout is more than the 5% down required for a bank loan? interest rate for hdb by bank is about 1.99% fixed or 1.56% for sibor. is considered low right?

i had to look for a law firm recently. afew of them quote me $2500. so i chose one near my office and made appointment to go down. but my banker told me to call them back to confirm if it is 'all in'. so i called back and they told me of course not, there is an additional $1000 for 'stamping'. Which means, total will be $3500 and i need to fork out $1k because bank subsidy only $2.5k. i called the rest who quoted me $2500 and they then said yes, got additonal $500 to $1k for stamping. i continued my search, till i found one who gave me $2500 all in.
