Yes It's usual practise for the wires to be expose. Based on my experience for the insulation foam, it's normal for wear and tear as it's exposed to the outdoor weather and sun. As times goes by, the insulation will sort of degrade and if there is a heavy rain, it may even peel off due to the rainwater hitting onto the insulation. For myself, I diy a plastic board and stick it above the insulation hoping to reduce the wear & tear. I've seen some contractors wrapping aluminium tape onto the insulation for the expose part and i believe it's also a protective measure.
