What are the charges for making a claim at the small claims tribunal? Can they help if the bank has seized all assets and owner has ran away?

Guys, just to inform i have also made a police report.. I went down to Kallang this afternoon after repeated calls went unanswered and Baron Li's number can't get through.. Indeed the place has been locked up and a notice with Leslie and Nicholas numbers was pasted outside.
