I think 15k shoukd be enough for that.

the carpentry work abit experience the rest quite reasonable.

ofcos the id will not like it that way but you got all the right to do it your way, as long as you are happy with it. but do take note that if you do it that way all the company will lower the price and do up a list of hidden cost to wait for you after you start renovation. thats why not suggested to do that. go with your feel as you already see alot of quotation remembered the price and ask them why some of the things are more ex in the end you have to find a id that click s with you instead of the lowest price, which will help alot when stary work.

25k may not be enough with all the things you want, the carpentry work cost morw than 10k the rest like electric and lighting with ceiling and painting and all the small items about 10 k also, left 5 k for sofa tv and bed not forgeting the heater and cooker it be safe save up about 30-35k for your renovation.

hacking need to apply permit to do it. for a small project of 800 you spend 300 on permit plus drive one lorry and worker and go site to meet to see if it can be done. no contractor will take up this job maybe you can try those on the newspaper doing home fix .
