You cannot saw the pipes and seal up the holes as your neighbors upstair and downstair are sharing the same pipe. You CAN however box up the pipes and use the available space for something else.

this mean the upstair neighbor require new waterproofing in their master bedroom toilet floor, although there is no water droplet form on your ceiling, the ground under the toilet tile is still too moist for paint to stick on your ceiling, even with primer also cant help, unless your upstair neighbor can dont use the toilet for a month or so for you to re-paint a few layers of primer.

My personal opinion it is better to hack and lay instead of overlay, may cost more for hacking and waterproofing. Kitchen carpentry is $10.3K and description very general, external laminate mean internal is cheap and lousy white pvc. All the tiles are between $3 to $12 psf, the most expensive is the mosaic tiles in the bath area but that arent many pieces. I paid in a lump sum together with the workmanship and raw materials from the tilers.

Island can also have storage, just build a wall to wall storage unit from floor to ceiling at the short wall in your kitchen, then middle of the kitchen can build island. U-shape kitchen can be ugly if you dont know how to design it nicely.
