Ive seen those EMs around my area having 2 compressors so I strongly believe that its allowed for EMs. Nowadays, in the newer BTOs and DBSS, they have aircon ledges which is considered as part of the floor area and thus considered "your own area" so I believe that by putting it up along the balcony wall (your own area) shouldn't be a problem. =)

Hi Kobelala, I think its a great idea to put cactus at the balcony! I suppose they should be maintenance free? Like desert cactus? Im thinking of getting a couple myself for my new flat so will check it out at Kovan.. there used to be quite a few nurseries there but think most of them have shifted. 1.5 litres daily really seemed to be a lot.. how about rainy days?
