yes it does. the cheaper ones are most likely come with magnetic ballasts which consumes more energy than those with built-in electronic ballasts. magnetic ballast lamps will flicker when turned on, compared to electronic ones which are flicker-free "instant-on"

I'd say a lot of the OP candidates are comparable and some much better than the ruling party scholars in terms of academic qualifications. many are from civil service side. when it comes to public speaking, the OP are, on average, miles better than the ruling parties. For this Pritam Singh & CSM has deeply impressed me.
