How or rather what did you use to measure the difference in power consumption between Magnetic ballast & Electronic ballast?

Don't know why you would link this to a public toilet. Such lighting automation features are usually available only in advance intelligent building.

I walked around the area and found 3T Lighting @ Veerasamy Rd. Wider range of lightings but none that I am looking for.
