Think too expensive. Saw a Pormotional Package at an ID Firm in TradeHub 21. Resale HDB 5-room Apartment for Kitchen & 2-Toilets, at $16,800. This offer includes hacking of old tiles on floor & wall + new waterproofing. Was told they are a new branch and offering cheap now. Showroom around 1500sq.ft. If interested can PM you their Package. -

1. Hacking of Wall & Floor tiles in Kitchen & 2-Toilets - $1650 2. After hacking of Floor tiles, you need Waterproofing. Kitchen & 2-Toilets - $350 3. And hacking of Wall tiles you need to redo Water Piping - Hot + Cold - $680 ( doesnt mean if you do Overlay, you don t need to change, must see at site ). 4. Laying or Overlaying of Wall & Floor tiles in Kitchen & 2-Toilets - around $6500 5. Supply of Cement & Sand with Clearance - $580 Overlaying will save between $2000 to $2680 and can start work immediately. Hacking of work need to apply with HDB and contractors can only start work, 4 working days later. Its a ruling by HDB, this 4 working days is for your contractor to inform your neighbours, officially. Overlaying of tiles only add on a maxinium of 1-inch on each side. Normally not noticeable. Personnally preferred Overlaying. My 4-room flat at BB did so, last year. Not messy and much faster. Another thing, before you commit to Overlaying, have your contractor/ID to check the condition of the Kitchen & 2-Toilets' ceiling of the immediate unit below yours. Check for sign of leakage. If there are leakage, sorry, you cant overlay. You need to hack & do new waterproofing onto floor. Whether leakage or not, its better if you can take pictures of them, if allowed, the whole unit's ceiling. All the best.

Think the problem here is not that the ID never oversees the work in your house. If the ID didnt do that, dont think your house will be 'fine', as you mentioned it. No work can go on without supervision and sometimes, long discussions with his sub-contractors. I strongly believed that your ID knows your requirement, he knows his duty and he delivers. Only thing is that he didnt spend much attention to you, or he didnt report the progress to you. Anyway he did what you wanted, this is most important. Some IDs will leave you alone after hand-over. Giving you undisturbed time to move in, unpack and settle down. He gave you 5-weeks, that a good long time. Anyway, legally or not, you will have to pay him in full for all jobs done. -
Overlay can be done onto existing tiles, provided the existing ones are firm. Check the existing tiles for 'hollowness', and if there are, hack off the affected portion, cement up to the same level as the existing ones & you can start doing overlaying of tiles. Use of Adhesive is needed, normally they use W-1 Solution onto existing wall, creating a sticky surface. This will help to hold the Chemical Cement, which is use on the new tiles. Had seen a few, so far no problem. First one done in 2003, owner sold flat in 2010, at that time, tiles still in tact. However, it is advised not to have hard knockings on the tiles, especially with children riding their bikes or larger toy cars, banging into them. Proper drilling of holes are ok.

Many years ago, in Condos, Parquet was 'glued' to the floor by using of sticky Black Tar. Re-Grinding will emit heat, and heat will soften the Tar, and it will 'evaporate' and being absorbed by the wood Parquet. Sorry, your contractor is right, you cant do anything about this except to replace that potion affected. Finding a similiar one, in size & tone, might not be easy.

The Most Reasonable Sequence Of Renovation Work

Can consider this arrangement. 1. install every floor room tile 2. Lay Corrugated Sheet on New Tiles with Plywood over sheet. ( Heavy objects dropped, will not damage new tiles ). 3. re-wiring every cable 4. plastering all the wall and celling 5. install all water piping 6. painting all wall and ceiling 7. install lighting. 8. install every toilet item (toilet bowl, basin, accessories, water heater etc) 9. install kitchen cabinet. 10. wash and clean up everything in the house 11. Paint touch up whole house Protection on New Tiles is a MUST, with Corrugated Sheet + Plywood. Will bounce away any dropped heavy objects, and when other wokers use ladders or stand onto their self made wooden stools, your tiles are well protected. Just Corrugated Sheet alone are no use. Lastly, item 11, paint touchup after everything done. Hope this help. -

Hi Clockwork, We cannot apply any HDB renovation permit, at HDB counters or through internet, the APEX System. Only Licenced Renovation Contractors can do so and it is Free-of-Charge, yes there isn't a fee from HDB. However, all Licenced Contractors have to pay an annual HDB Licence Fee of a few hundred dollars, think is less than $500/year.

No Problem. Heard fine paid. Waiting for HDB to re-instate Licence, should be the next 2 days. No issue, just that action from HDB/Town Council is needed when neighbours complain and complain and complain. With on going renovation works, their will be debris. Hope we get good understanding neighbours. -
