recently moved into a terrace house. felt the water pressure is a tad on the low side. wanted my contractor to up it a little more, but he said there is some "govt" restriction on water flow per cubic per house. if exceed will get fine. is that for real?? where can i read more about this weird ruling?

Recently, we were told to place a picture of a waterfall in the bedroom. To aid with overcoming too much "earth" in wife's elements. But, we're hesitating coz we've heard that water "features" are a no-no for bedrooms. Anyone any advise?
