yes, you can save $$ without using tiles. you can have some fun with texture by applying a layer of cement streaks before painting.

I agree with the rest. The quote is too vague. There are usually too many hidden charges when a quote is presented as a total package. It's a lazy way to quote a project by the id company as they used standard measurements and generic inclusions. Once you start to customize the design and material, your VO will go through the roof. This step of the selection process is a good litmus test to determine the good from the bad id companies.
