Valuation for HDB is done by Competitive market analysis , so if the first flat with the same specs as yours sell for an increased price of 20 K to 30 k , if you were to sell your flat during the same period , it would probably experience a similar increase in valuation as compared to without lift upgrading.

The agent you are refering to is your side or selller's side? you have 14 days to exercise it. it will expire on the 14th day 4pm. at that point of time , the seller isn't legally oblidged to sell to you. Verbal agreement is by and large useless if there is a conflict to resolve. Should have waited for the valuation report to be out before you make the purchase.. . if the agreed selling price is below valuation , then you would be happy , if the agreed selling price is above valuation , then i don't think you will be pleased and have to fork out addition $$.

Single Siblings Co-share Flat?

In general , you need to have a family nucleus to own a HDB flat. according to what information you collect , if the 2 siblings forms the nucleus , and one of them is getting married ,then the old flat wouldn't have a family nucleus to speak of. they might have fallen under http://www.hdb.gov.sg/fi10/fi10201p.nsf/WP...me?OpenDocument they could also fall under joint singles An orphan or widow/widower aged at least 21 can apply with another single citizen who is at least 35. (since none of them is above 35 , then this is probably not the case) but this is one of the circumstances where single siblings co-share to buy a new flat?
