Things such as leaking windows is not acceptable. Could you call your contractor back to rectify the problem? Some of the problems can be rectified without incurring expensive cost such as dismantling the whole window frame. I think talk to him nicely first and see how he reacts.

You may want to try those older condo units that are further away from the city like in Woodlands, Sembawang, loyang, Changi etc.. or a very small inter-terrace house (about 700 sq ft but built up to 2 storey along Thomson Road). -
It is important that home owners budget sufficiently for renovation eg. budget an additional 10% to 20% for VO. It is quite common for home owners to add extras. In fact, I added 30% extra power points and telephone points to my house along the construction process Very often, we have to supervise the contractor's work closely so that they are able to do the work that matches our needs. If the materials and the workmanship fail to meet our needs, this has to be highlighted immediately for the contractor to take remedial actions.

You may want to look for a mortgage consultant who may be able to help you with a short term bank loan. The consultant could recommend a suitable package for you based on your needs. Although the name is mortgage consultant, the consultant does more than just mortgage. If you are interested to speak with one without obligation, you can pm me. Just to add on that some shops in Sim Lim Tower do not operate on Sunday. You can try those shops on the 2nd floor, Monday to Saturday, 11am to about 7pm. Cheers!

Congras on your purchase of a terrace house. What you want is actually an extension to the second floor. Given your land size, I think your extension should not be too extensive. Without an attic at $150,000, (assuming you are getting quality construction materials, fairly skilled labour and decent design) is a competitive price. You need to ask yourself if it is worthwhile going through the trouble to add a small extension (I am assuming that the extension is small) for $150,000? However, not many contractors who do quality work is able to do an A&A extension for the second and first floors at $150K, all cost inclusive now. Hence, I feel that the price is really competitive. You may want to check out the builder's history and talk to one or two of the home owners who have built their houses with the builder. Even for A&A, you will have to move out of the house and the time taken for construction can be anything from 3 to 6 months. During the construction period, you will still have to take a hands on approach to monitor the works because there could still be slight changes to requirements along the way. If you are going to stay for long and would like more space, you may wish to consider rebuilding the place. After all, either A&A or erection, you will still have to spend a fair amount of effort to plan and monitor the works. If you wish to rebuild in future, all the monies put in to do A&A now would be "wasted" because the building would be torn down.

Maybe money will do the job of convincing them. Afterall, the painters need to be paid an additional wage because scrapping off paint takes quite substantial time and effort too. cheers!

To build from a second storey to a third storey, it is likely to be a reconstruction. Yes, you definitely have to move out. Cost estimate would depend on your expectations (need the details of your construction materials, furnishings, may need to include water tank & pump if it is not already present, etc), the size of your construction area, etc... The engineers and architect will need to study your current plan and make proposals to you. The price charged by different builders are also different. Some have higher overheads and some wish for higher margins. The usual submissions to authorities are required. As a rough estimate, be prepared to budget between $300K to $450K. You can start by first approaching the previous builder to share your intentions and hear what he say. -

If it is just reno, I don't think you need PE. For contractor with PE services, you can check out those who do rebuilding works. Everytime you pass by a house under construction (can just survey Hillside Estate and Serangoon Gardens Estate), you will see the signage of contractors. From there, you can pick a few to call up. Hope this is useful.
