Report reflects residents too Aim is to get HDB dwellers more involved in estates June 15, 2009 By Zakir Hussain, Political Correspondent HDB residents, not just their town councils, will be under the spotlight when the Government launches its assessment of town councils later this year. This is because the exercise aims to make HDB residents more aware of what is going on in their towns and to do something about it, says National Development Minister Mah Bow Tan. Citing the example of estate cleanliness, he said it would measure not just 'how fast the cleaners work, but also how much care the residents take in keeping their town clean'. It would be 'a way to get residents to take care of their town and make sure that it is not dirty', he noted. Mr Mah made this point yesterday, three days after his ministry announced the impending move to assess the 16 town councils managing Housing Board estates in Singapore. The ministry will produce a report card by next year on how they fare in areas like cleanliness, facilities management and financial management. It will be consulting residents, town councils and industry professionals on the criteria to use. Mr Mah noted that when the report is published, comparisons across towns would be 'inevitable', but this was not the aim of the exercise. Asked if some residents might make use of the report to raise asking prices for their flats, or avoid dirtier towns, Mr Mah said this would be 'quite understandable', as Singaporeans like to live in clean, well-maintained towns with a lot of facilities. What if town councils were not performing up to par in certain areas? Mr Mah said it would be for residents 'to make their views known to the councils'. He hoped town councils would work with residents to explain that if they dirtied their town, more resources would be needed for cleaning up, and service and conservancy (S&C) charges may not be enough. = Prepare for higher S&C charges!

Do note that if the crack is fine, it might be convenient to just paint over the crack with crack-sealing paint. Coz the other way to remedy the crack is to chisel away the area flanking the crack & apply a netting over the area, then smoothed over by white clay. Lastly, 1 or 2 coats of paint over the massive affected area = MESSY BESSY.
  12. Residents can soon gauge town councils - Information on how well the councils are run will be made available. By Aaron Low FROM next year, HDB residents can find out how well their town councils are performing. A report card on the 16 town councils will be produced by the Government, which is suggesting that they be assessed in three areas: Cleanliness of the estate, maintenance of facilities and financial management. This move by the Ministry of National Development, which oversees public housing in Singapore, is to give residents more information on the work of the councils. But before the assessment is carried out, the public will be consulted on what else should be on the list of criteria, the MND said in a statement yesterday. Following people's feedback, its initial list may be altered or added to. The public consultation exercises will be held in the next few months. These include three meetings with residents and town council staff, tapping expert views from industry professionals such as property consultants and an online survey. The list of criteria will be finalised by end-September. With it, the Housing Board (HDB) and MND will assess the town councils and announce the results of their evaluation next year in the Town Council Management Report (TCMR). The report's aim is to better inform residents about their councils so that they can play a part in shaping their housing estates, said Senior Minister of State for National Development Grace Fu. But to compare them may not be appropriate, she added, as the town councils run estates of different ages or with different types of flats. So, she said, 'for the TCMR, we will look at the bread-and-butter functions that underpin all town councils, such as cleanliness and maintenance'. The need to evaluate town councils was raised last year when it was revealed in Parliament that several People's Action Party town councils had lost a total of $16 million because of investments in toxic products linked to the failed Lehman Brothers investment bank. It led to calls for greater transparency in how town councils are run. Town councils were set up islandwide in 1989, partly to devolve estate management from the HDB to the local authorities, and to give residents a greater say in how their surroundings should turn out. The councils manage 900,000 flats. Of the 16 councils, 14 are run by the PAP, and the remaining two by the opposition. Hougang is in the hands of the Worker's Party, while Potong Pasir is run by the Singapore People's Party. Yesterday, town council chairmen welcomed the assessment move, saying it will help them improve. The chairman of Ang Mo Kio-Yio Chu Kang Town Council, Mr Inderjit Singh, said the three broad areas identified by MND are key to what residents demand of town councils. Residents are especially concerned with the cleanliness of common areas and functioning of amenities such as lifts, he said. 'For financial management, I suppose they would look at whether we have enough in the bank to meet the long-term needs of our estate like lift replacement,' said Mr Singh. Jurong Town Council chairman Halimah Yacob said she already tracked her council's performance in areas such as cleanliness of the estate. But Jalan Besar Town Council chairman Denise Phua hopes the exercise will not turn into another 'Singapore-style ranking system'. She said: 'It is a good idea, but I hope people won't go into overkill and work just to get as high a score as possible. 'It should be about how effective we are, and not just how efficient we are, in terms of numbers and ranking.' Residents such as Mr Ian Tan, 32, are looking forward to the evaluation. The sales executive, who lives in Bukit Batok, wants to see more transparency in the way funds are managed. 'I want to see how they justify service and conservancy charges and how well their investments are performing compared to other town councils,' he said.

Other than cost cutting, why the Surbana International Consultants architect who designed Linear Green, picked wood for the toilets/bathrooms and for the skirting totally eludes me. Cost cutting by HDB has adversely demoted the build quality of HDB flats which are built by the construction firm who submitted the lowest bid.. Construction cost of each unit of Linear Green is less than S$98,799. The result of such cost cutting are suffered by each & every Linear Greener.

For those getting air-con systems, I cannot stress any further the importance of referring to NEA's Database of Registered Goods for Air-cons. Energy & directly $ conservation is of utmost importance. Do some simple sums comparing the incremental cost of an inverter air-con system over a non-inverter one. Weigh that incremental cost against the number of years required to accumulate the equivalent $ amount from the incremental monthly savings gained from the electricity consumption by an inverter system over a non-inverter one.

For those attending & those who are still considering whether to attend the inaugural Linear Green Welcome Party 2009, here's one important motivation: Linear Greeners should be able to meet our MP for Kampong Chai Chee, Mr Lee Yi Shyan, Minister of State, Ministry of Trade and Industry & Ministry of Manpower & MP for Bedok, Professor S. Jayakumar, Senior Minister and Co-ordinating Minister for National Security, at the Linear Green Welcome Party on the 20th June. This is an excellent opportunity for Linear Greeners who wish to provide feedback on their units' workmanship & defects such as: Dismal workmanship on floor tiles laid by China Construction - uneven grout lines, misaligned tiles, no application of grout sealant on grout lines.No-brain layout design - recessed living room area from the windows, rubber stamping in placement of TV points and phone outletsPiss-poor choice of furnishings, eg use of wood for doors to toilets/bathroom & for skirting around the unit. Both design & furnishing material choices are by Surbana International ConsultantsLax HDB oversight on workmanship quality standards.So that Linear Greeners can convince the MPs to take up our causes & correspond with HDB over whatever workmanship & furnishing quality issues Linear Greeners may be facing currently in their respective units. Issues need not be limited to those listed above.

I got to know Eric Lim when I was sourcing for home renovators and through interactions, both professional & personal ones, I found him to be a responsible & reliable chap. As the renovation requirements of my place were trimmed to the bare essentials, I decided that a contractor would be cost efficient since there is little design element involved. However, if I were to select an ID, Eric would rank in the top slots of my stringent list.
  20. A home living issue worth highlighting is the reception of TV signals for families in LG who do not subscribe to Starhub's cable TV service. Do note that this issue may not be prevalent in all blocks in Linear Green, so take a good look at your brand new LCD or plasma TVs & look out for double images and/or outlines around people. This phenomenon will be more evident against a white background. For those units in Linear Green whose TVs do not receive super clear pictures on ALL free-to-air channels, a call can be made to Starhub the toll-free HDB Branch Office Service Line to lodge a tuning request. Do note that this tuning service is outsourced to some cabling contractor who employs foreign workers to perform the tuning. Some of these foreign workers are not trained nor do they possess the personal experience of watching TV programmes with clear reception back in their dorms. As such, what is a clear picture to them may not be so to Linear Greeners. Therefore, this issue must be conveyed to Starhub the HDB Branch Office Service Officer when lodging the tuning request.

Linear Greeners who opted their units' floor tiled by HDB/China Construction, do note that China Construction DID NOT apply grout sealant on the grout lines and this is why the grout lines are contaminated by dirt & dust. In addition, the joint lines of the washing basins to the wall tiles are not sealed optimally which results in water being trapped and causes the joint line deteriorating to a perfect breeding ground for black mold & bacteria. Yet another best examples of China Construction's shoddy & dismal workmanship! And HDB's uber lax oversight on quality standards plus Surbana's callous architectural designs of Linear Green which is NOT original. Case in point: Visit NTU's Halls of Residence VII - XI. NB: The option of floor tiles was only available to those who selected the Linear Green site as their replacement flats under the SERS scheme in 2004 thus Linear Greeners who 'won' a unit by way of ballot were not given this option when they selected their units in Jan 2008. However, in a way, it is good as LG balloters are slightly spared of China Construction's terrible workmanship. Well, at least their floor tiles are spared.... there are other areas in their units which still bear the effects of China Construction's workmanship. Or rather, the lack of it.

Developer: Primepoint Realty Development Pte Ltd (GUTHRIE GROUP) Tenure: 99-year Leasehold Expected Completion: 2012 No of Floors: 13 No of Units: 610 At The Centris at Jurong West, all 107 units which were released in a preview that commenced on 26 Sept 2006, were sold out within 24 hours, leading the developers of the 99-year leasehold condo to offer another 100 units on Saturday. And despite a slight increase in price, about half of this second batch had been snapped up by the time sales closed yesterday, said Guthrie GTS, one of the developers of the condo. The official sale launch commenced on 7 October 2006. Average prices at 610-unit The Centris are $500 to $550 per sq ft (psf), with a typical three-bedder going for a relatively affordable $500,000 to $600,000.   23. Now that most have moved in to their units in Linear Green, there will come a time when Linear Greeners will require repair services for the faults that develop & occur in their units. Esp so when the home renovater [iD or Contractor] does not respond as promptly as the repair services are needed. East Coast Town Council has worked out with its term contractors to offer some handyman services to residents of East Coast town. The types of handyman services and charges for the period 1 April 2008 to 31 March 2011 are listed below. You may contact the contractors directly if you need these services. Please note that the charges are based on work done during office hours (Mondays to Fridays, 8.30am - 5.00pm & Saturdays 8.30am - 12.30pm). The rates stated provide a good baseline comparison for services offered by other vendors.

ECTC's reply to my query on the coverage & daily cleaning services period that is undertaken by CLEAN Solutions Pte Ltd whose personnel are in charge of providing cleaning services to Linear Green Precinct: The conservancy cleaner has to clean the lifts everyday and any stain found in the lift incars has to be removed during the daily mopping and cleaning. All the cleaners are to carry out sweeping of the blocks and open space in the morning. In the afternoon, they are to carry out other tasks such as attending to bulky removal service, block washing, oiling , removing of weeds etc. Nevertheless, the estate supervisor will conduct daily inspection to check on his workers to ensure the cleaning work is properly carried out. Hence, should you have any feedback pertaining to the cleaning work in your estate, you may contact our call centre at 6444 9549 ext 150. This will enable the Town Council to deploy our conservancy cleaner to rectify the irregularity promptly. Linear Greeners can refer to the block notice board next to the lifts for the contact numbers of the site supervisor & the cleaner who are responsible for the daily cleaning of Linear Green. It pays to be nice when conversing with these important people as they keep our precinct relatively clean. That said, the cleanliness of Linear Green starts with Linear Greeners - please dispose your trash responsibly in trash bins and not THROW them out of the window. Blk 219A, #14-12 is one such uncouth example who just callously threw the newspaper they used to wipe the window panes. In addition, smokers please dispose your cigarette butts the correct way - onto ash trays and then in trash bins. Do NOT behave like the uncouth & boorish female smoker who resides in the 2nd bedroom of Blk 219C, #17-120 = who puffs at the bedroom window & flicks burning cigarette butts out, causing considerable fire risk to the units below.
