Feedback on Town Council Management Report (TCMR) The Ministry of National Development (MND) and the Housing & Development Board (HDB) are currently preparing the framework for the Town Council Management Report (TCMR). The TCMR will comprise a common set of key indicators and the respective results of every town council. The intention is not to rank town councils but to have the TCMR serve as an additional basis for informed discussion between residents and their town council about their estates and their living environment. Residents and town council management will be able to assess how their town improves over time. View the MND press release for more details. MND/HDB are consulting various stakeholders, including town councils, on the TCMR framework. We are looking for a few key indicators that are basic, simple to understand, objective and reflect the 'bread and butter' functions of the town councils. If this were to happen at my level, I will investigate & establish the unit which houses the trash. Rather than with these 垃圾渣, deposit as much rubbish as their electrical & tel riser plus gas & water riser will accomodate & also empty the rubbish in front of their wrought iron gate. Best done after the unit occupiers have gone to sleep.

Not really aiming for perfection lah. Just plain, simple cleanliness habits by each individual Linear Greener, which seems to be very much absent. 78.7056% of Linear Greeners are from the Bedok South Ave 3 SERS, 754 families who are from the 1978 & later era while 204 families are probably young & new. And it is very apparent that the SERS did not upgrade some of these families' boorish & uncouth mindset & their sore lack of social etiquette from 3rd world to the LG standard. Public behaviour of residents contributes significantly to the state of cleanliness of the estate - there are incorrigible, dirty Linear Greeners who simply discard litter out of their windows. Ideal situation The cleaning performance by cleaning service providers in housing estates is meant to adhere to the Singapore Standard for cleaning performance for public housing estate, SS 533 : 2007. Actual situation The cleanliness of entire Linear Green precinct is tasked to ONE single cleaner from Clean Solutions Pte Ltd - it is virtually impossible for him to clean all the common areas. And he doesn't work till 6 pm. In any case, Linear Greeners can help by advising those culprits to refrain from socially bad behaviour when spotted. While all actual ground conditions of cleanliness in Linear Green should be channelled to ECTC. Wonder if the newly set up Linear Green RC should be informed as well.

Enforcement against littering in housing estates is a toughie - the Town Council Act, under PART IV which prescribes the FUNCTIONS AND POWERS OF TOWN COUNCIL, does not seem to provide the legal powers of enforcement against littering. The other avenue is ECTC's By-laws which are not released to the residents of East Coast GRC. In any case, the costs of enforcement is high - SMRT deploys 500 employees on roving duty on trains to look out for commuters who eat or drink.

Issued by: Ministry of National Development Date: 11 June 2009 PUBLIC CONSULTATION TO DEVELOP A TOWN COUNCIL MANAGEMENT REPORT FRAMEWORK COMMENCESThe Ministry of National Development (MND) announced today that it would be seeking expert and public views on developing a Town Council management report framework. Background In December 2008, MND announced its intention to provide HDB residents with objective information on key areas of Town Council management. In this way, residents can be better informed about their estate, as well as understand better some of the challenges and trade-offs involved in managing their town. Over the last few months, MND/HDB have drafted a preliminary Town Council Management Report (TCMR) framework, and also built up the necessary corporate resources and capacity in preparation for the release of the Report. In order to finalise the TCMR, MND/HDB will be consulting with various stakeholders and the public to seek their views and inputs on the various possible indicators. Multi-Pronged Consultation Process To kick-start the consultation process, MND/HDB met with all 16 Town Councils in Singapore. Next, starting from end June 2009, MND/HDB will invite HDB residents and other representatives from the Town Councils to three dialogue sessions to hear their views on the TCMR. Each dialogue session will focus on a specific theme: Cleanliness;Maintenance; andFinancial management In addition, MND/HDB will seek independent expert views from an industry resource panel as well as widen the consultation outreach through an online survey. Details will be announced at a later date. The pilot TCMR framework is expected to be ready for announcement by end September 2009. The first set of results based on the TCMR framework is expected in 2010. An Evolving Process Commenting on the proposed Town Council Management Report, Senior Minister of State for National Development and Education Ms Grace Fu said,"The 16 Town Councils manage almost 900,000 HDB flats. The different town councils oversee different profiles of residents and flat types with differing needs and preferences. The Town Councils do not have the same start-point. It is therefore not easy to compare Town Councils on the same scale. For the TCMR, we will start by looking at the bread-and-butter functions that underpin all Town Councils, such as cleanliness and maintenance. The TCMR will no doubt evolve over time. The ultimate objective is for the residents to be better informed, so that they can play a part in shaping our housing estates into a more pleasant place for all to live in."

The cleaning contractor contracted by ECTC generally goes a good job of keeping Linear Green clean but there are some very obvious & visible lapses - the flooring of the lifts' cars is 1 good example. From the looks of it, I doubt the cleaners mop the flooring daily. 10 blocks x 2 lifts per block. Such lapses need Linear Greeners to notify ECTC for remedy & rectification. I encountered similar issues with Gain City installers - they pay scant attention to details which resulted in trunking at two stretches veered off & not aligned with the adjacent turn joints. Plus they did not apply silicon sealant to some gaps & the underside of the trunking. I had to email Gain City HQ to have them come back in the evening to patch up the gaps. The misalignment can't be helped unless they are detached & realigned which is too much hassle to me. So I had no choice to let it go. To all air-con buyers & users, DO NOT take your eyes off the ENTIRE installation process! From verifying the materials to be used, ie, air-con system brand & model, insulation brand, model & thickness, copper tubing thickness, drainage pipe diameter, aircon warranty cards, installation warranty card, etc to eyeballing the running & alignment of the trunking to the application of silicon sealant on all gaps & openings!

More than strong, is like fervent. Seems related to Kelvin or have stake in Tau Interior lah! LOL! No doubt that Tau Interior can be good but no one is perfect, esp when it comes to products & services which are hand-produced. Flaws & defects bound to occur, just a question of whether the client can spot them. -
Seems like most flat owners can use the info below: Building Works - General Terms and Conditions. The general terms and conditions stated herein apply to renovation work carried out in HDB flats. 2.3 No Work shall be carried out before 8 am or after 6 pm. 2.4 Noisy Work such as cutting of tiles, demolition of walls and removing floor/wall finishes are restricted from 9.00 am to 5.00 pm during the weekdays. Such works are not allowed on Saturdays, Sundays and Public Holidays. 2.5 At any one time, only two of the approved hand-held power tools or their approved equivalents are allowed to be used. 2.6 Renovation contractors are not allowed to take more than three consecutive days to demolish walls and/or removal of wall/floor finishes.

Do note that flat owners shall be responsible for the proper installation, safety and stability of the air-con (casement/window unit/split type). Air-con must be installed only by a BCA trained air-con installer. A list of BCA trained air-con installers can be found at http://www.bca.gov.sg under Home Dwellers > Air-con Bracket Safety > Trained Installer. Flat owner is required to submit the installation report to the HDB Branch Office managing their flat within 14 days after the air-con has been installed if it is mounted on the outside of the flat. Alternatively, flat owner can submit the installation report to the HDB Branch Office managing their flat using the email facility.
