Although there are massage parlours which continues operations till 2 am - there's one at 709 East Coast Road, I concur the conjectures on & observations of 欧亚按摩 posted above. There is a certain level of intuitive logic basis for casting aspersions on this particular massage parlour. HDB ought to be informed expeditiously so that a case of inquiry can be convened and an undercover investigation can be taken to attempt at unearthing concrete evidence of 欧亚按摩 providing unlicenced and thus illegal sexual services on a HDB commercial premise. The lease of 欧亚按摩 can then be terminated with immediate effect and a police report lodged with the anti-vice branch of CID's Specialised Crime Division after a case against the operator of 欧亚按摩 is established beyond reasonable doubts. This could take months & months.....

Linear Green wins 3 awards at Top HDB Business Partners At HDB Awards 2009 for its contractor & architectural consultant. Where's the EXCELLENCE?! BCA gave a uber low score of 78.9% on the architectural works which deals with the aesthetic of the building such as finishes and components. This is the part where the quality and standard of workmanship are most visible.], innovative and quality finishing [HAR???!!! Where's the quality when numerous MK light switches break on the impact of a simple finger thump?!], and environmentally sustainable features.HDB should really add 1 more category of WORKMANSHIP......... When tenders for construction of HDB flats are awarded to the lowest bidder who is bent on maximising its own self profit, the result is usually sub-optimal.

According to Linear Green RC, the mobile phone base stations are located at the MSCPs = your mobile phone is far from and blocked with no straight line of sight to the MSCPs. If the location of the base stations are still limited to the MSCPs, then together with the layout of the two rows of Linear Green blocks, the strength of mobile comms signals in units far from either ends of Linear Green will remain wanting & weak. As for your cordless DECT phone, relocate the base station for better reception - the reinforced walls in Linear Green units effectively halts SHF such as 1.90 GHz, 2.4 GHz as EMF of such frequency = low energy are unable to penetrate reinforced concrete structures. EHF such as radioactivity, X-rays, Gamma & Kryptonian radiation are able to penetrate such structures.

So the HDB lessees in Linear Green, whose hardworking backs maybe burdened to the point of fatal fracture with housing loans of quantum which may range from $XX,XXX to $4XX,XXX, incurring at least 2.6% annual interest up to THIRTY long years [till borrowers reach age of 65] to a maximum 78% interest, ie the lessee pays $160,200, more if a bank loan is taken, for every borrowed $100k value of the HDB flat, are paying the monetary penalty inflicted by China Construction's certain construction workers hired from PRC with dismal workmanship, more like the lack of workmanship actually, and/or sub-standard toilet bowl by local firm Rigel, every single time that nice shiny silver round button is pressed? NEA encourages SAVING precious resources such as water & energy but HDB lessess do not have any say in the type of water cistern & more importantly, the design of the toilet bowl's nozzles that can create a whirpool effect that can suck any debris into the sewage drainage hole. So the onus is on HDB and thus SIC. Does the SIC architect puts much thought in his designs of Linear Green units & consider choices of fixtures to achieve these objectives? I am highly skeptical of the amount of cerebral input by the SIC architect. Just look at the placement of power sockets in the units of Linear Green. How many are NOT utilised at all? They are not utilised not because there are more than adequate power sockets within reach but solely because the placement of some power sockets is done without deploying design logic or worse, rational thought. How many Linear Greeners have appliances or electronic devices sucking electricity from the single power outlet closest to the window in the living room? How many Linear Greeners find they could use one additional power outlet on the pillar closest to the window in the MBR?

Working Together For a Killer Litter-Free Living Environment Date Issued : 17 Dec 2009 With more than 80% of Singaporeans living in high-rise HDB flats, it is important that every HDB resident plays an active role in building a safe living environment for all. The HDB would like to urge residents to play an active part in eradicating killer litter. The recent incident in Sengkang where a guest at a void deck function was injured by killer litter is a serious reminder of the dire consequences of killer litter. On-going Efforts The Housing & Development Board (HDB) has been working with town councils (TCs), grassroots organisations and religious organisations to educate residents on the danger of killer litter. On-going enforcement actions were also taken against residents who placed or hung objects in a dangerous manner that pose a threat to public safety. These efforts have enhanced residents' awareness of the danger of killer litter in HDB estates. The number of warnings served on residents by HDB and TCs for placing objects in a dangerous manner has reduced by about 40%, from about 7,800 per month in 2007 to about 4,650 per month in 2008. However, in the first eight months of 2009, there was a slight increase to 4,900 warnings per month. Public Education on Killer Litter HDB is embarking on a public education campaign over the next few months to urge residents to adopt a zero-tolerance approach towards potential killer litter. HDB will be sending advisory letters to all HDB households and displaying posters on all notice boards in HDB estates. Some examples of potential killer litter are: Items hung from bamboo pole holders (e.g. potted plants)Items placed horizontally on the bamboo pole holders (e.g. brooms and mops)tems placed on parapet wall and/or window ledge (e.g. flower pots)Items hung from ceiling above the parapet wall (e.g. bird cages) Generally, items that are attached or hung from parts of the buildings such that they may fall to the ground level under certain circumstances, are considered potential killer litter. Annex A shows photos of common potential killer litter. Residents can play their part to eradicate killer litter by observing some basic "Do's and Don'ts" Do's Remove / relocate objects that are placed in a dangerous manner;Encourage your family, friends and neighbours to remove objects that are placed in a dangerous manner;Observe proper use of bamboo pole holders (e.g. not placing bamboo poles in a "criss-cross" manner)Share with your family, friends and neighbours the consequences of potential killer litterAlert your Town Council when you see instances of killer litter [Identification of the unit from which the killer litter is released is a must to apprehend the mofos] Don'ts Do not place objects on the ledges of windows / balconies;Do not place objects on the parapet walls of common corridors;Do not hang items above the parapet walls / balconies;Do not throw objects from your flat or from the common areas;Do not tie / hang objects from the bamboo pole holders (e.g. shopping trolleys, cooking woks, bicycles, etc)Do not place objects in a manner that may endanger the safety of the general public Enforcement HDB takes a serious view of any irresponsible or negligent act that endangers the safety of others in public housing estates. HDB will not hesitate to take strong action against recalcitrant offenders, including bringing offenders to court and in serious cases, compulsorily acquiring the flat. Safe and Pleasant Living Environment By observing simple Do's and Don'ts, residents can play their part to eliminate killer litter from HDB estates. Together with HDB and the TCs, residents can create a safe and pleasant living environment for themselves, their families and the community.

Dec 15, 2009 Killer litter flowerpot injures guest at wedding By Carolyn Quek and Mavis Toh The suspect, whom neighbours said started acting erratic a year ago, being led away by police on Sunday. --PHOTO: SHIN MIN DAILY NEWS FOR months, residents of Block 206D Compassvale Lane in Sengkang have had to live with half-eaten food, water bottles and even sanitary pads raining down on them. Worried that someone could get hurt, several reported to the Pasir Ris-Punggol Town Council. There were six complaints in the last three months alone. But before the problem could be stopped, the residents' worst fears came to pass at the weekend, while a two-day wedding celebration was being held there. On Saturday evening, wedding guest Kasman Samat, 48, was struck on the head by a flowerpot. The hotel trainee manager, a father of three, is warded at Changi General Hospital with fractures to his head and injuries to his face. Several other wedding guests, including a four-year-old girl, had close shaves, as another pot and a bottle of chilli sauce came hurtling down the same day. Late on Sunday afternoon, police arrested a 34-year-old woman living on the top floor of the 16-storey block, after she was seen throwing another bottle of chilli sauce from her flat. But the arrest was not without drama, as the woman locked herself in. Firemen used a power saw to cut the lock on her front door, and four Disaster Assistance and Rescue Team officers rappelled from the building's roof and into her bedroom through the window. Meanwhile, an inflatable pack was set up at the foot of the block, as several residents and wedding guests watched. The crowd clapped and cheered as police led the woman away. The woman's neighbours said she moved into her five-room flat about three years ago with her husband, and he moved out a year ago. Around that time, her behaviour also became increasingly erratic, they said. Tami, a 27-year-old Indonesian maid from two doors away, said the woman would always shout at her in Mandarin whenever she walked past her flat. Others on the same floor said that in recent months, the woman could be heard screaming and shouting vulgarities every day, sometimes late at night. They, too, had close encounters with killer litter. Retail supervisor Serene Soh, 39, said her car had been struck by half a honeydew melon before. Just last month, security guard Kiang Loong Tiang, 41, who lives in the next block, was walking his two young children to the kindergarten at Block 206D when a glass bottle came crashing down. He said he wrote to the town council immediately. 'It is not about my children's safety only. I knew it was just a matter of time when an injury or death would happen.' It happened on Saturday. Mr Kasman was standing with relatives at the foot of the block when the incident happened. Mr Kasman was unconscious for five minutes after the flowerpot hit the left side of his head, according to his son, student Aliff Kurniawan, 21. 'The impact was so great that it shattered the flowerpot, and my dad's songkok was torn.' The impact left the hotel trainee manager with multiple head fractures, bleeding in the skull and swelling of the brain. He was in the hospital's high dependency unit for two days and was unable to speak. The wound on his forehead needed seven stitches. When The Straits Times visited him yesterday, Mr Kasman could only say that his head hurt and that he did not remember what happened. Mr Aliff said that after the incident, people in the area told his family that killer litter had been raining down there for some time. He said: 'You shouldn't wait till someone gets hurt to take action. It is a very dangerous act and involves someone's life.' When contacted, a spokesman for the Pasir Ris-Punggol Town Council said it received six complaints about high-rise littering from residents of Block 206D in the past three months. But the residents did not know where the culprit lived, so the block's property officer went door to door advising residents against littering. The National Environment Agency was also alerted, and fliers were distributed. The town council spokesman said that officers had gone to the 16th-floor unit, but no one answered the door when they knocked. Town council and NEA officers also conducted a joint inspection last Friday but no one was seen littering. 'If we know the unit, we will focus on it and bring in different agencies like the police and residents' committee to curb the littering,' said the spokesman. Dec 16, 2009 Woman charged over killer litter ELENA CHONG A WOMAN was charged in court yesterday with throwing a bottle of chilli sauce from her 16th-floor HDB flat in Compassvale Lane. Thiang Ai Lian, 34, is said to have committed an act so rash as to endanger the personal safety of others, when she allegedly pitched the bottle out of her bedroom window to the ground floor at about 2pm on Sunday. Any person convicted of throwing killer litter may be fined up to $2,500 or jailed for up to six months, or both. The Housing Board can also acquire a flat or terminate the tenancy of a rental flat if residents flout this law. No plea was taken from the bespectacled woman with shoulder-length hair. The prosecution asked that she be remanded at the Institute of Mental Health for psychiatric assessment. Thiang claimed she was doing her laundry and did not know what had happened. 'I just want to speak to my lawyer,' she told District Judge Lee Poh Choo. She added that she had been in police custody for 72 hours, and that investigators had refused to let her make a call. When the judge told her that she could do so later, Thiang said: 'Thank you.'

Is the person who told u off a professional engineer or technician who specialise in concealed piping? And has that particular person performed a visual inspection & physical examination of the fault you reported? If neither, then whoever conveniently threw the blame onto your contractor ought to be reported to his/her immediate supervisor for casting unsubstantiated aspersion on you. You can contact HDB's Quality Service Manager Randy Lim 1800-8663063 to feedback your unpleasant & unsatisfactory experience on this incident. While it is very true that there are numerous cases of HDB lessees who turned to HDB to rectify faults/damages caused by the contractor they engaged, that does not mean every other case brought to HDB's attention is as such. In my experience dealing with HDB on the various issues concerning the shoddy workmanship by China Construction, it will not provide more than what the 1 year DLP dictates. Perhaps not until they are served by a lawyer's letter CCed to the CEO. The likelihood of HDB providing compensation is very, very low. Even if u can obtain a signed document by China Construction who admits the leakage is solely of their undoing, which I strongly they will, HDB might not provide compensation - They are very careful with dispensing cash as it is public funds. I will not be surprised if their standing policy is no compensation whatsoever on such matters. In addition, the onus is on the owner to prove convincingly that China Construction's shoddy workmanship caused the leakage which may damage the parquet - this is a test of remoteness of damages. The DLP agreement dictates that if the fault/defect is that of the workmanship of HDB's appointed contractor, then HDB must make good of the promise to repair the fault/defect. It is, however, silent on any form of compensation for damages caused by the fault/defect because HDB will not commit itself to any further legal obligation & liabilities more than what is required of it by the DLP agreement. When dealing with anyone or legal entities on important matters, ALWAYS obtain representation/statements in writing. Esp when one has absolutely no market power against a monopoly who will act in ways that a monopoly is expected to use its monopolistic powers.

For the benefit of Linear Greeners' understanding of the issue/topic in discussion, the footpath in context is the one lining Bedok Central, from the entrance of the carpark behind Blk 211, where the corner kopitiam is located, to the entrance of the MSCP Blk 215A, passing by Pizza Hut, Long John Silver along the way. The massive obstruction by rampant illegal parking of motorbikes on footpath along Bedok Central by recalcitrant bikers who blatantly parked their toxic fumes generating vehicles on the pedestrian footpath. Their selfish actions greatly endanger the safety of pedestrians & robs their right of use of the walkway. Old folks on wheelchairs are especially vulnerable - they can no longer take this path to their favourite kopitiam. Note that this is a footpath rightly for the use of pedestrians, NOT motor vehicles. These wretched motorbikies not only destroys the peace, serenity of the neighbourhood, and also pollutes the air quality. Not to mention their sheer weight also damages the steel ground cover, contributing to the setup of a potential booby trap which will injure someone when the steel cover decides to give way one day. After much investigative action which led me to start with ECTC who shoots it to LTA who says it is under HDB's purview. Moreover, taking the issue to Traffic Police yields no results - even after a SQ Manager with Singapore Traffic Police shoots my incident report to SPF's VIT and PU, requesting FNA. This means this illegal parking of motorbikes on the above-mentioned footpath is a minor issue that does NOT warrant the deployment of precious & limited resources which are better used against drunk driving. This is entirely reasonable. This is a call to concerned Linear Greeners to email this issue to qsm@hdb.gov.sg and the Bedok Branch Office stated below: Bedok Branch Office Blk 201A Bedok North St 1 #01-563 Singapore 461201 Email :bbdadmin@hdb.gov.sg Tel No : 1800-225-5432 (local toll-free) Fax No : 6854-3219 The last last resort if HDB does not ACT, is MPS. I am afraid this might be the only way to go if this issue were to be tackled.

We hardly, actually none at all, hear of applicants who managed to be allocated a number that is less than or equal to the number of flats released for sale by HDB. Why is that so? Because their numbers are so small = number of flats HDB released for sale. And the number of unsuccessful applications far outnumber the number of successful applications. More importantly, they'll be so delirious & happy till over the top that they would be searching for IDs, contractors, furniture, household appliances, etc, etc. If u are successful, you'll be jumping for joy & go OTT crazy happy, doing your victorious chicken dance instead of logging onto RenoTalk.com to post. Which is likely to be perceived by those unsuccessful applicants as gloating. Thus it is better to be silent. So take heart, all 19,320 unsuccessful applicants, HDB is a bloody bi†ch! Having stunned in 2000 by the over-supply of 25,000 vacant flats in early 2000, it changed its new flats supply ever since. HDB now maintains a land release policy of under-supplying foreseeable concrete demand, using econometric modelling incorporating GDP growth, wage growth, global economic conditions & a ton of other factors. Note: equilibrium supply is not possible as the gestation period of a HDB residential project is at least 3 years and longer. Neither is over-supply efficient or optimal as well. Thus the current extreme supply drought issues will not go away. They are in fact, likely to worsen. That is 1 of the many reasons which made Lee Hsien Loong decide that 6.5 million population target cannot be reached without massively building housing stock for new citizens, PRs & foreigners. The recent announcement of ramping up the release of land for public housing development will not bring any reprieve. Release does not equal to supply increase. Not until the flats are near completion & applicants are invited to select a unit. HDB's sleeping on its mission statement. And they MUST be berated for causing the current dire situation of practically not having enough flats for applicants. And they pocket a tidy pile of $214,520 in 1 single swoop. -
[security Alert] To all Linear Greeners: There have been recent sightings of a vagrant sleeping on the stone benches in Linear Green garden & void decks. Such behaviour in public is fugly and brings disrepute to the image of Linear Green as the premier public housing precinct in East Coast GRC. Perhaps this is precisely the reason why this vagrant chose to seek refuge at Linear Green! LOL! Linear Greeners who witness such sightings at late nights are strongly advised to lodge an incident report expeditiously with Bedok NPP 1800 2449999 & request for police assistance to escort the vagrant out of Linear Green. An NParks spokesman explains: "When people abuse our parks by overstaying or squatting, they make genuine park users feel uncomfortable. Others sleep on benches or in shelters in an inconsiderate manner and deny park users from these facilities." This should also apply to parks & gardens owned by HDB & managed by the respective Town Councils.

ECTC is considered "easy" to tackle. At the very least, they are responsive. The toughest to tackle issues are caused by residents, lessees. Too many to be listed - A very, very small sample are: Smoking & littering in liftsLittering in public areasStomping and dropping things on floors causing disturbance to the unit under.Hanging laundry over windows in bedrooms & living room.This one probably takes the cake - Cutting nails over windows in bedrooms & living room. And the entire family does it! From the old man down to the teenage kids!

That's pretty response from NEA. Was the site stagnant water spots in the Linear Green Garden or someone's unit? NEA fined the owner of that unit HARD HARD?? Hahaha, you are at ECTC's mercy as with all Linear Greeners. HDB lessees have practically no market power against ECTC - a single vendor welding such majority control over the provison of these services to HDB lesses residing in East Coast GRC, that ECTC can dictate significantly the terms on which HDB lessees shall have access to the estate management services it provides. Besides, HDB owns everything outside your unit & that includes the corridor lighting, the lifts over which ECTC is the agent managing such non-lessee facilities. When you purchase a strata-title property (i.e. condo), you don't just own the unit itself - you also own the common areas, the lovely garden, the sky gardens, the BBQ pits, the swimming pool, the gym, the lift lobbies and a motor vehicle parking lot. Compare & contrast to the instance when you purchase a HDB flat: you only leasing that flat from HDB for 99 years! So don't fall into the delusion that U own that teeny weeny HDB unit you currently reside in. Wake up and smell the roses! They STINK! U don't own the HDB flat; you are only a lessee - You = someone who is allowed to use a house, building, land etc. for a period of time in return for payment to the owner = HDB. Yet IRAS levies property tax on HDB lessees! And raises it substantially! WTMF?! You can choose to Suck It Up, man coz we're mostly screwed over. OR you can: Go straight to the council members lah, specifically the Estate Management Committee. However, know this: Subject to Section 16(2) of the Town Councils Act, which actually accords power to the Town Councils & its members and none to the HDB lessees they are supposed to serve, the chairman, vice-chairmen and other members of a Town Council may be paid, out of the Town Council Fund, such allowances as may be prescribed. Section 16(2) stipulates any full-time chairman, vice-chairmen and other members of a Town Council may be paid, out of the Town Council Fund, such salaries as may be prescribed. Tell me whoever bites the hand that feeds them? This is also why ECTC won't provide me the email nor contact numbers of the Chairman of the Estate Management Committee - those EM Services Staff wanna protect their asses. Heh, but I managed to obtain the mobile number & direct email box of the Chairman on my merit. The interesting thing is the MSCP gets lighting earlier than our corridors! LOL! I'd like to hear how ECTC is to explain that anomaly.

In line with the rally in home prices, the taxman is revising upwards the value of Housing Board (HDB) homes. The Inland Revenue Authority of Singapore (IRAS) announced yesterday that the annual values (AV) of all types of HDB flats will be raised with effect from Jan 1. This will mean a hike in property taxes for 2010. The property tax rate in Singapore is currently set at 10 per cent of a property's AV, although owner- occupied residential properties enjoy a concessionary 4 per cent tax rate. To soften the impact, a one-off rebate is being introduced to help HDB homeowners adjust to the increase. With this new rebate and ongoing GST rebates, low-income households who live in one-room or two- room flats will not have to pay any tax for 2010, Iras said. Industry analysts yesterday said that IRAS's latest move was 'not totally unexpected'. HDB resale prices have risen a hefty 31.2 per cent in the past two years, and a further 3.8 per cent in the first nine months of the year. 'As HDB resale flat prices have exceeded the property peak of 2007, this was inevitable,' said Ngee Ann Polytechnic real estate lecturer Nicholas Mak. What was more surprising, however, was the timing of the announcement. 'There are households who are still reeling from the recession, and unemployment is still high. It could have come a bit later when the job market has recovered,' said Mr Mak. Iras last revised AVs on Jan 1, 2008. It said yesterday that it reviews all property AVs annually, including HDB flats, to 'ensure that they reflect prevailing market rental values for the purpose of determining property tax'. AVs of HDB flats were not revised last year, despite HDB rentals increasing by between 31 per cent and 37 per cent in 2008 relative to 2007, it said. This adjustment was deferred in view of the uncertainty in market rental trends caused by the economic recession. Iras added that there was evidence of rental value declines due to the negative economic outlook at the time. However, market sentiment has since changed dramatically. IRAS noted that HDB rentals stabilised after a moderate decline from late 2008 to the middle of this year, and have since begun to rise. As a result, current values of HDB rentals, as well as resale prices, are still significantly higher than levels seen in 2007. 'The AVs of HDB flats will, therefore, have to be adjusted beyond the last revision in January 2008,' said IRAS. But to help HDB homeowners adjust to the rise, the Government is granting a new property tax rebate to all HDB owner-occupiers for property tax payable in 2010 - set at 50 per cent of the property tax payable and capped at $120. Low-income households will be assisted because flats with a property tax of $50 and below will not need to pay property tax next year. The average three- room HDB owner-occupier will face an increase, after rebates, of $72 for the year. The rise will be about $97 for four-roomers, $107 for five-roomers and $103 for executive HDB flat owners. PropNex chief executive Mohamed Ismail said the rebates will help cushion the blow. He pointed out that HDB owners have enjoyed higher rentals and resale values over the past two years, so the increase in taxes was 'to be expected'. HDB homeowner Lim Chye Boon, 48, said he had expected the tax increase to come 'at some point' so was not too bothered. But for Mr Kenny Koh, 27, who has just bought his five-room flat in Sengkang, it was not welcome news. 'I just spent so much money buying my new home and now have to pay more again,' he said. [1] The AV is the expected market rent that a property would fetch if it were rented let out on an unfurnished basis. The basis for determining the AV of a property is the same whether the property is rented out, occupied by the owner, or left vacant. The property tax rate is currently set at 10% of the AV of the property. For owner-occupied residential properties including HDB flats, owners pay a concessionary property tax of 4% of the AV. It's not how much S&C you pay, it's how long have u been paying ECTC - loyal customers have privileges. ECTC is a profit-making service provider operated by EM Services which is a subsidiary of HDB Corp. The improvement works, repairs & maintenance costs run into million of S$ every month. And such works are only initiated when the precinct accumulates enough sinking fund which is in the big red negative for Linear Green.
